1960 ല് ചെന്നൈയില് നിന്ന് യുഎസിലേക്കു കുടിയേറിയ ഡോ. ശ്യാമള ഗോപാലന്റെയും ജമൈക്കന് വംശജന് ഡൊണാള്ഡ് ഹാരിസിന്റേയും മകളായി ഓക്ലന്ഡിലായിരുന്നു കമലയുടെ ജനനം. ഹാര്വഡ് സര്വകലാശാലയില് നിന്നും ബിരുദവും കലിഫോര്ണിയ സര്വകലാശാലയില് നിന്ന് നിയമ ബിരുദവും നേടിയ 51 കാരിയായ കമല മുന്പ് കാലിഫോര്ണിയയിലെ അറ്റോര്ണി ജനറലായി പ്രവര്ത്തിച്ചിട്ടുണ്ട്.
